The role will strengthen clinical capacity at the assigned facility by assessing, diagnosing and treating common communicable and non-communicable conditions; stabilising emergencies; supporting outbreak detection and response; and ensuring timely referral of patients requiring secondary or tertiary care. The post holder will work within the health-centre system under the day-to-day technical supervision of the health-centre management, while reporting to Concern’s Woreda Team Leader for administrative line management. Specific Duties and responsibilities Provide direct outpatient medical consultations and clinical care at the assigned health centre in accordance with Ethiopian national clinical guidelines, Ministry of Health protocols and recognized emergency health standards. Manage common communicable diseases, including malaria, acute respiratory infections, diarrhoeal diseases and other epidemic-prone or vaccine-preventable illnesses, and manage common non-communicable diseases such as hypertension and diabetes within the health centre’s capacity. Provide clinical assessment and initial management of acute illness, trauma and other life-threatening conditions; stabilize patients before referral and document all actions taken. Identify danger signs and complicated cases requiring higher-level care and facilitate timely referral using standard referral forms, clear communication, pre-referral treatment and follow-up of referral outcomes. Integrate nutrition screening and clinical assessment into consultations, identify children and other patients with acute malnutrition or medical complications, and refer or link them to OTP, stabilization Centre and other appropriate services. Support essential reproductive, maternal and newborn health services within the scope of professional competence, including consultation, identification of obstetric danger signs, emergency stabilization and referral. Support clinical management and confidential referral of survivors requiring medical care, in line with survivor-centred principles, informed consent, confidentiality and approved protocols. Participate in disease surveillance, active case finding, immediate notification of priority diseases, outbreak investigation and health-centre response activities with the facility and woreda teams. Promote rational prescribing, antimicrobial stewardship, appropriate medicine use and adherence to standard treatment guidelines. Maintain complete, accurate and confidential patient records, registers, prescriptions, referral documents, tally sheets and routine reports. Compile and submit timely daily, weekly and monthly service data and narrative updates through the agreed health-centre and Concern reporting channels. Contribute to patient flow, triage, infection prevention and control, safe waste management, quality improvement and respectful care at the assigned health centre. Provide bedside coaching, case discussion and on-the-job technical support to health-centre staff according to identified clinical gaps and agreed responsibilities. Participate in joint planning, review meetings, supportive supervision, clinical audits, mortality reviews and programme monitoring activities. Ensure services are delivered safely and equitably without discrimination, with particular attention to children under five, pregnant and lactating women, older persons, people with disabilities, displaced people and patients requiring lifesaving care. Technical Support and Facilitation Work with health-centre management to review daily caseloads, identify service bottlenecks and agree practical actions to maintain continuity and quality of care. Provide technical support on triage, emergency case management, IMNCI/childhood illness management, communicable and non-communicable disease care, referral decision-making and clinical documentation. Support proper use of essential medicines, medical supplies and equipment, and promptly report critical stock-outs, equipment gaps or patient-safety concerns through established channels. Collaborate with pharmacy and store staff to monitor priority medicines, promote good prescribing and reduce expiry, misuse and avoidable wastage. Coordinate with laboratory, maternity, nutrition, pharmacy, vaccination, PHEM and other service units to ensure integrated patient management and continuity of care. Participate in needs assessments, rapid health-facility reviews and problem-identification exercises relevant to clinical service delivery in Zana Woreda. Strengthen communication and referral linkages between the assigned health centre, health posts, HEWs, ambulance/referral services and higher-level facilities. Contribute to health education and risk communication for patients and caregivers, including treatment adherence, danger signs, disease prevention, hygiene and timely care-seeking. Foster constructive working relationships with local government, health authorities, programme teams and humanitarian partners to enhance coordination and avoid duplication. Uphold and promote Concern’s values, including workplace equality, diversity and inclusion, safeguarding, accountability and respect for programme participants. Participate and contribute as necessary to Concern’s emergency response activities when required. Emergency response Concern is committed to responding to emergencies efficiently and effectively in order to help affected people meet their basic needs, alleviate suffering and maintain their dignity. Demonstrate gender equality awareness and sensitivity and integrate a gender equality perspective into clinical services, referrals and routine activities. Accountability In line with Concern’s commitments under the Core Humanitarian Standard (CHS): Actively promote meaningful community participation and consultation at all stages of the project cycle, including planning, implementation, monitoring and evaluation. Work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible and that feedback and complaints are welcomed, documented and addressed appropriately. Ensure that patients and communities receive clear information about available services, referral options, entitlements, CRM channels, safeguarding and expected staff behaviour. Use patient feedback and service data to improve accessibility, timeliness, safety and quality of care. Safeguarding Able to seek appropriate advice and report safeguarding concerns and feel confident that they have been understood. Understand local safeguarding structures, reporting arrangements and referral pathways. Practise in a manner that reduces the risk of abuse, exploitation, harm or neglect and maintains appropriate professional boundaries.
